beritapekanbaru.com beritapekanbaru -Jaksa Agung Sanitiar Burhanuddin mengungkapkan bahwa dugaan korupsi Pertamina, tepatnya dalam tata kelola minyak mentah dan produk kilang di PT Pertamina, termasuk subholding dan Kontraktor Kontrak Kerja Sama (KKKS), telah menyebabkan potensi kerugian negara sebesar Rp 193,7 triliun hanya dalam kurun waktu satu tahun.


"Yang pasti Rp 190 triliun itu satu tahun," kata Jaksa Agung Sanitiar Burhanuddin setelah menyampaikan materi dalam retret kepala daerah di Akademi Militer Magelang pada Selasa malam, 25 Februari 2025.

Sementara praktik korupsi tersebut diduga berlangsung selama lima tahun. "Mulai tahun 2018 sampai 2023," kata dia.


Menurutnya, akibat korupsi Pertamina itu, negara mengalami kerugian karena harga minyak melonjak. "Mereka mencari keuntungan di situ yang tidak halal. Sehingga harga minyak jadi tinggi," ucapnya.


Dalam kasus ini, Kejaksaan Agung telah menetapkan tersangka antara lain kepada Riva Siahaan selaku Direktur Utama PT Pertamina Patra Niaga; Sani Dinar Saifuddin selaku Direktur Feedstock and Product Optimization PT Kilang Pertamina Internasional; Yoki Firnandi selaku Direktur Utama PT Pertamina International Shipping dan Agus Purwono selaku VP Feedstock Management PT Kilang Pertamina Internasional. Sanitiar tak menutup kemungkinan akan ada penambahan tersangka.


Center of Economic and Law Studies (Celios) meminta pemerintah menghitung kerugian masyarakat dalam dugaan korupsi BBM di PT Pertamina, selain kerugian negara. Direktur Ekonomi Celios, Nailul Huda, menyoroti potensi consumer loss, di mana masyarakat membayar lebih mahal untuk BBM RON 92 yang sebenarnya berkualitas RON 90.


Huda menyebut selama ini pemerintah hanya fokus menghitung kerugian negara. "Namun tidak menghitung kerugian masyarakat sebagai konsumen," kata Huda melalui keterangan tertulis pada Jumat, 28 Februari 2025.


Celios memperkirakan kerugian yang dialami konsumen bisa mencapai Rp 47 miliar per hari akibat perbedaan tersebut. Jika dihitung per tahun, angka tersebut mencapai Rp 17,4 triliun.


Kerugian yang dialami masyarakat juga berpotensi mengurangi nilai Produk Domestik Bruto (PDB) Indonesia. "Karena dana masyarakat yang seharusnya bisa dibelanjakan untuk keperluan lainnya, justru digunakan untuk menambah selisih harga," ujar Huda.


Berdasarkan permasalahan di atas, sejak 26 Februari 2025, LBH Jakarta dan CELIOS telah membuka pos pengaduan secara daring bagi warga yang terdampak dugaan pengoplosan RON 92 (Pertamax). Hingga hari ini, sebanyak 426 pengaduan telah diterima dari masyarakat yang merasa terdampak.


Selain melalui daring, posko pengaduan luring juga dibuka mulai 28 Februari 2025. Langkah ini diharapkan dapat memberikan kemudahan bagi warga untuk berpartisipasi serta bersama-sama mendorong pemulihan hak mereka sebagai konsumen utama BBM.


“Pos pengaduan ini diperlukan untuk mendalami dan mempelajari dampak yang timbul dari kejadian ini,” kata Direktur LBH Jakarta Fadhil Alfathan, dalam keterangan tertulis, pada Kamis, 27 Februari 2025. 


Fadhil menyampaikan bahwa posko pengaduan daring telah dibuka sejak 26 Februari 2025. Namun, LBH Jakarta berencana memperluas akses dengan memfasilitasi warga yang ingin melaporkan langsung. Dengan adanya posko ini, Fadhil berharap dapat ditempuh langkah bersama untuk memulihkan hak masyarakat jika terbukti ada kerugian akibat Pertamax oplosan


Penyidik Kejaksaan Agung mengindikasikan bahwa para tersangka sengaja mengatur kebijakan untuk mengurangi produksi minyak kilang domestik, sehingga impor dalam jumlah besar menjadi keharusan. Padahal, sesuai aturan yang berlaku, pasokan minyak mentah dalam negeri seharusnya diutamakan sebelum melakukan impor.


“Namun, tersangka mengondisikan hasil rapat optimasi hilir (OH) untuk menurunkan readiness kilang, yang berujung pada penolakan minyak mentah dari kontraktor dalam negeri dan akhirnya mendorong impor,” kata Kepala Pusat Penerangan Hukum Kejaksaan Agung, Harli Siregar, Senin, 24 Februari 2025.

Beritapekanbaru - Attorney General Sanitiar Burhanuddin revealed that Pertamina's alleged corruption, specifically in the management of crude oil and refined products at PT Pertamina, including subholding and Cooperation Contract Contractors (KKKS), has caused potential state losses of IDR 193.7 trillion in just one year.


"What is certain is IDR 190 trillion per year," said Attorney General Sanitiar Burhanuddin after delivering material at a retreat for regional heads at the Magelang Military Academy on Tuesday evening, February 25 2025.

Meanwhile, this corrupt practice is suspected to have lasted for five years. "Starting from 2018 to 2023," he said.


According to him, as a result of Pertamina's corruption, the country suffered losses because oil prices soared. "They are looking for profits there that are not halal. So oil prices are high," he said.


In this case, the Attorney General's Office has named Riva Siahaan as the Main Director of PT Pertamina Patra Niaga as suspects; Sani Dinar Saifuddin as Director of Feedstock and Product Optimization of PT Kilang Pertamina Internasional; Yoki Firnandi as President Director of PT Pertamina International Shipping and Agus Purwono as VP Feedstock Management of PT Kilang Pertamina Internasional. Sanitiar did not rule out the possibility that there would be additional suspects


The Center of Economic and Law Studies (Celios) asked the government to calculate the community's losses in the alleged fuel corruption at PT Pertamina, in addition to state losses. Celios Economic Director, Nailul Huda, highlighted the potential for consumer loss, where people pay more for RON 92 fuel which is actually RON 90 quality.


Huda said that so far the government has only focused on calculating state losses. "However, it does not take into account the losses to society as consumers," said Huda in a written statement on Friday, February 28 2025.


Celios estimates that losses experienced by consumers could reach IDR 47 billion per day due to this difference. If calculated per year, this figure reaches IDR 17.4 trillion.


The losses experienced by society also have the potential to reduce the value of Indonesia's Gross Domestic Product (GDP). "Because public funds that could have been spent on other purposes were instead used to increase the price difference," said Huda.


Based on the problems above, since February 26 2025, LBH Jakarta and CELIOS have opened an online complaint post for residents affected by the alleged manipulation of RON 92 (Pertamax). To date, 426 complaints have been received from people who feel affected.


Apart from online, offline complaint posts will also be opened starting February 28 2025. This step is expected to make it easier for residents to participate and work together to encourage the restoration of their rights as the main fuel consumers.


"This complaint post is needed to explore and study the impacts arising from this incident," said LBH Jakarta Director Fadhil Alfathan, in a written statement, on Thursday, February 27 2025.


Fadhil said that the online complaint post has been open since February 26 2025. However, LBH Jakarta plans to expand access by facilitating residents who want to report directly. With this post, Fadhil hopes that joint steps can be taken to restore people's rights if it is proven that there has been a loss due to mixed Pertamax


Attorney General investigators indicated that the suspects deliberately set a policy to reduce domestic refinery oil production, so that large imports became necessary. In fact, according to applicable regulations, domestic crude oil supplies should be prioritized before imports.


"However, the suspect conditioned the results of the downstream optimization (OH) meeting to reduce refinery readiness, which resulted in the rejection of crude oil from domestic contractors and ultimately encouraged imports," said Head of the Attorney General's Legal Information Center, Harli Siregar, Monday, February 24 2025.
